I wish the Founders had the presence of mind to put that into the Constitution in 1787.
The only improvement that I can suggest
is tangible recognition for the citizen who vanquishes the bad guy:
maybe a 5 year
tax credit for valuable services rendered to the State,
on condition that the criminal is entirely
DEAD when police arrive.
On second thought,
if the criminal is already DEAD,
then there is no need for help from the police;
maybe the coroner 'd send a crew with a truck
to remove that thing from the floor and clean the place up.
