Actually it is sung by a male vocalist. I think it's a European performer but I'm not certain.

Hmm. All that comes up when you Google it is this thread. This'll be a tough one.

In fact, I found a link to a site which referred to the exact same lines i did but it was a Greek site and I couldn't make anything of it.

This made me think of the Beth Orton song 'Feel to Believe.' Central Reservation came out in 1999 though. . .(the appropriate lyrics are in bold). Good luck finding it.

I know that song, and it remind me my high school's times, late 80's, and I've been looking for the same song, but unfortunately I don't know the singer, I remember it was a male band, and apparently was not from english background, I'd say jamaican style, if I find out more I'll let you know.
