Here's one:

"Sitting around is a sign of standing."

When is that statement never true and when is it often true

Hmm, i'm gonna say.

Play off words I guess, when you STAND DOWN, to enemys/your beliefs. - (for the often true)

& when you "stand up for your rights" (never true)
