Canada to aid natives with infussion of big bucks.

The Canadian federal government has committed to spending 3-4 billion dollars on improving life for the great North's native peoples. I'm guessing that 3-4 billion dollars won't go as far as would be ideal, but it seems like a good step. Unfortunately I'm wondering about what the feds want for it.
