borg , heres a mil site that may have the Keplerian elements you need. All the gps satellites in this batch seem to be outfit with parabolic reflectors. I dont know whether those things are articulated or not, because as I understand it, all the satellietes are oriented at about 55 degrees from horizon at the equatorSchneider AFB

I didn't read the whole thread, but if the Keplerian elements are needed for locating a satellite this site contains most of that info:
