British eccentrics

I knew those d*** garden gnomes were evil.

So, let me see if I have this right. There is a really deep lake of some sort in Britain. Divers like to dive there. Some divers have taken some garden art to great depths as a joke, but because some divers are too dumb to follow good procedure they've died. So the cops want to stop all that . Why? What better way to get rid of stupid divers??
