In the animal world, our close relatives--Bonobos--have a female-led heirarchy. In order to maintain this arrangement, males are allowed sex at all occasions, with whomever he chooses.

I can't imagine it happening in most cultures, simply because women like to have one man for themselves, usually. And, women tend to marry men like themselves, since they like to have children like themselves, usually. All my opinion of course.
