What movie is this?

Does this movie sound familiar at all if it does please give me the title.

Im a male in my 30's and when I was a teenager I remember flicking through channels and coming across this movie, it was a movie filmed entirely on a set, the set was full of buildings made out of wood that were not even complete houses, they were half built with all the framework up but you could see through all the walls and into every room, it was as though the movie wanted you to use your imagination.

I remember the main character being raped as the town were all busy and a police car that looked really old driving into town.

Please if this sounds familiar I would appreciate anyone who can give any suggestions as to what movie this was.
