Water pump contains electricity but no short circuit?

I have a crystal ball spinning on water using a water pump but when i touch the water i get electric shock. Just wondering why doesn't the appliance short circuit? If theres electricity means the wire came in contact with the water so why doesn't my house power supply trip automatically?

You are getting short circuit and GFCI breakers confused. You need an electrician.

Elec, there's an apparent path between hot side of line and water. This does not necessarily entail the flow of current

Except when a poorly grounded human gets involved and feels a tingle. Or gets better grounded and feels something worse. Children need much less current than adults to be in danger. To the OP, you need to call an electrician. Stop using this pump and disconnect it right away.
