Samurai movie title...

Several years ago I saw a movie in which a samurai who was found frozen in ice in a lake in northern Japan was brought to the USA, thawed out, and brought back to life. Eventually, government officials determined that since he had been "dead" he was not really "alive" now, and planned something rather disastrous for him since he constituted "property" rather than human life. He escaped custody (of the lab/hospital where he was thawed out) and after a series of mini-adventures in some modern western American city (he was sitting in a bar or small restaurant and was mistaken for Toshiro Mifuni), he ran to the end of a pier on a lake and was shot to death by the police or the government officials.
