What Vocal Effect Is Used?

I hear this on occasion in several songs (mostly in the "alternative" genre), but there is a vocal effect that I can't identify. I'm tempted to try to recreate it with software, but first I need to know what the effect is called.

It's noticeable at ~2:45 in Fall Out Boy's "The Pros and Cons of Breathing" (Link here: https://www.youtube.com/watch?v=GPmYIdSJZXM). Can someone tell me what that effect is? Thanks!

Well, this a really famous song of the seventies with an effect something like that. In that case, the effect was made with a Vocoder. The effect can be heard at 8:09.
