Culligan Estate 2 - Timer issue

The timer on my Culligan Estate 2 water softener works fine until it comes to the regen time. If all the metal blades on wheel F is pushed out which means no regen, there is no issue. However, When some blades are pushed in, at the time the regen is suppose to kick in (item H is at the wheel F where the blade is pushed in) it appears that the wheel gets stuck and does not have enough power to push the wheel F. The cycle eventually kicks in but based on my observation, it can take up to 6 or 7 hours till the wheel J can turn wheel F which would kick the regen into motion. After that I usually readjust the timer. Any help is greatly appreciated.
