In this case, the rocket will have to overcome the force of gravity. Basically, subtract the force exerted by gravity from the force created by the rocket. Use the net force to calculate the acceleration.

will move horizontally because the pressure of wind will be acting on it which will greater than gravity

Forget about the word 'fire'! The only term you need is 'thrust' which is REACTION equal and opposite to the ACTION caused by expansion of hot gases in a confined space. (Newtons third law). The thrust is directed by the geometry of the rocket's exhaust.
Only children ignorant physics talk of 'fire as a force'. Those same children may even talk about fire as 'a living entity'. If you ask a question on ballistics at least use the correct terminology.
