Interstate Child Support Case

I have had Child Support Enforcement garnishing my sons fathers check for 3 yrs now. I'm Sept he was fired and has not been employed ( on the books that is ) since. He lives in California and I live in Georgia. He now owes me over 12,000 due to previous arrears. I was told by case worker that Cali laws prevents them from enforcement such as contempt of the NCP is unemployed. I need some real help with this one because he is more than capable to work ANY job...I find it hard to believe that they would let someone without any disabilities just not work. Please tell me what else I can do as I cannot afford a lawyer.
