hello,

tricky question here

what is the difference between posting on a persons wall and tagging them in a public community page photo comment (e.g. taging their name on a photo/news story)

will the friends of the person tagged be able to see the photo comment tag?

Yes, they should be able to see the tag.

Facebook is really, really lousy for privacy settings. Don't want to be tagged? Then change your settings so that no one can tag you, and untag yourself from whatever. You can also make it so you have to review most wall postings (might also be a setting to give you a nudge if you've been tagged).
