Pretty unlikely someone here would have the necessary expertise to identify this item. Your best bet would be to contact a few university antiquities departments in Pakistan or that general region.

Somebody might have a clue, since you showed pictures and included a scale. That should be very helpful to the right person.

You're very welcome. Some years ago I wanted to verify a particular fact or claim about one rather obscure culture in Micronesia. I'd bumped into a mention of this in an anthropology class years earlier but couldn't recall exact details. I searched a local university (UBC) listing of relevant profs and emailed. She then referred to to a U of C expert in the field, who I wrote, and he gave me exactly the reference material I needed.

So do give it a go.
