1) You have to have intellect. You have to have money too, if you want to run a business. Can I say-

"You have to have intellect to start a business besides money."?

2) We had a political motive. We had struggle. Can I say-

"We had a political motive besides the struggle."?

(It is not necessary to include all information in the sentence written in inverted commas. I tried to explain about which the sentence written in inverted commas is trying to say. Please, just try to understand what the sentence is saying. If you think that the construction of sentences is not correct, please explain it in relation to grammatical view.)

(1) Ahmed sounds funny. Better to say

Besides money, you have to have intellect to start a business

...tho you might not need the comma

Besides money, to start a business you need intellect

...but that's just me

(2) Likewise here we'd probly say,

Besides the struggle we had a political motive

...although without context it's still a little confusing

This punctuation mark, ", is called a quotation mark.

The first sentence needs a comma after the word "business."

The second sentence doesn't make much sense. If the struggle was because of a political motive then it would be something like, "we had a political motive behind the struggle," or "there was a political motive to the struggle."
