Does "terrifying' here mean "causing extreme terror"?

Context:

Among developed nations, America stands alone in these convictions. Our country now appears, as at no other time in her history, like a lumbering, bellicose, dimwitted giant. Anyone who cares about the fate of civilization would do well to recognize that the combination of great power and great stupidity is simply terrifying, even to one's friends.

I think "terrifying" is more intense than "frightening."

@InfraBlue, she was (is) a very pretty woman. I checked about Trump; she wasn't married to him, it was some other rich guy. There is a great story that her husband backed a Broadway production of "Anne Frank" on condition that Pia played the title role, however she was so bad that when the Gestapo burst in to the house turning over furniture and shouting "Where's Anne Frank?" half the audience shouted "She's in the attic!". However, sadly, it is not true on a number of counts (she never played Anne Frank, the play doesn't have the Gestapo doing that, etc) and in fact I have found it has been told about lots of female actresses.

Her acting peaked with Santa Claus conquers the Martians.

She's one of these two. (I can't work out which one.)
