Locked boxes with an outlet inside one for each apartment

While inspecting an older apartment building yesterday we found an area on the wall of the basement that had 9 metal boxes labeled for each of the 9 apartments most with a padlock on it. A couple did not have padlocks and when opened there was an outlet inside. Does anyone know what these could be for?

An outlet securing system.

Every outlet should be locked in a box when left unattended.
