Does it mean "the idea...to shine on reality"?

Context:

But the idea that we, as conscious beings, are deeply responsible for the character of our mental lives and subsequent behavior is simply impossible to map onto reality.

It's bad writing: claptrap. I suspect the author is American. But even if he's not, he should be ashamed of himself.

I agree with McTag that the writing sucks...and shouldn't be taken very seriously...although I suspect rather than being from America, the writer is probably from north-west England.

It sounds like the writing that comes from there.
