Main breaker box going from 230 to 110 volts

My lights and outlets thur out house r going from 110 to 230 when I turn on breaker one leg of the box will go to showing 230 volt when ever I turn on light breaker 15 amp it take all of my double breakers to one side having 230 other side will have 15 or 20 volts I have changed main breaker and changed the three breakers that changes the volts made no difference please help don't have money to hire electrician
