What is a "Hate Crime?"

If someone is on trial for a violent crime and convicted of it by the jury, the prosecuting attorney has the option of presenting evidence that the crime was motivated by hatred. If he does and the jury agrees with him, the judge will add 5 years to the defendant's sentence.
