Please let me know which phrase "majority" modifies. The phrase, "by a vote of a majority of the then owners of the lots." Does "majority" refer to the total number "of the then owners" or does it refer to the number of "lots." Here is a little background. A subdivision has 156 lots and a total of 226 owners. (Some lots have 1 owner and some lots have two owners or record.) So, is it a majority of the 156 lots which would be 79 votes (1 vote over 78) or is it a majority of the 226 votes (1 vote over 113) from the owners of record which would be 114 votes.

More information is needed.
In our sub, it doesn't matter how many lots you own. You only get one vote as a member of the homeowner's association and one vote per lot, no matter how many owners there are of that lot.
You need to look at your paperwork and find the definition of "Member" of the Association.
Think about it. If one person owned several lots, he could control every movement of the association. If there were 6 owners of one lot, they could swing every vote. Not a good idea.

"Majority," here refers to then owners of the lots, not the lots themselves. Lots, of course, do no vote.
A simple majority would be 114 votes.
