What is the differences between 1 and 2?

1) As has been observed by many people, "as" is one of the trickier words in the English language.

2) As it has been observed by many people, "as" is one of the trickier words in the English language.

It is true that "as" is one of the trickier words in the English language. With the change of position of "as" in the sentence, the meaning of sentences also changes. Please give me the links where this critical topic has been discussed.

Here's how I see it:

1) As has been observed by many people, "as" is one of the trickier words in the English language. introductory adverbial phrase modifying "is"

2) As it has been observed by many people, "as" is one of the trickier words in the English language. introductory adjective phrase modifying "as"
