I'm not sure #7 is Wolfowitz. Where's the resemblance? Wouldn't his big ears be more prominent?

Originally, I thought the "Sleepy" character would be a reference to Tenet (asleep at the wheel) but there's no way in hell that guy remotely resembles Tenet.

I guess this will remain a mystery for now.

I guess he just assumed people would know who they were.

I think #6 is Willie Nelson, and #7 is Doctor Phil.

#6 actually looks a little like Bush Sr.
