His degree of guilt may depend, in part, on his age. But the fact that he resorted to threats does not bode well for his future.
I don't know how old either of you now are; but you should consider the real possibility of his danger to others. Find someone you trust to confide in.
It' doesn't matter, Punkey - rape is rape, regardless if it's incest or not. He is her step brother, technically no incest, rape definitely!

The question is to be asked, did you concent to him doing whatever he did?
Neither is being a minor (note the age of consent isn't always consistent with the age of majority, but very young kids, e. g. under the age of 14 or so, are pretty much 100% incapable, under the law, of giving informed consent).
