Cheating implies things that I do not see here...like stealth and an attempt to deceive.

I don't think he is cheating...I think he is just not that into you...and wants you to know without doubt that he will do what he wants when he wants...and that he has no regard for you or your feelings whatsoever.

I'm surprised you don't see that. If what you have told us is correct and complete...it is pretty obvious.
