Can I use "Must have" to denote an action that must take place in the future before a subsequent point in future? I'l give multiple examples:

- You must have filled out the forms before the end of the year / The forms must have been filled out before the end of the years.
- I must have found a house before the end of the month.
- Three applicants must have applied before Monday in order for this campaign to be deemed a success.

Also, I know that "should have" could denote that an event that was supposed to happen, didn't. But can it be used in the future tense?

In conclusion, can you give me fixed rules on how and when Must Have and Should Have they must be used?

I know it's a lengthy question, so thanks in advance for bearing with me! Mch appreciated.

These are overblown and confusing and should just be cut:

You must fill out the forms before the end of the year / The forms must be filled out before the end of the year

I must find a house before the end of the month

Three applicants must apply before Monday in order for this campaign to be deemed a success

Must is stronger, it means that if something has not happened then something else will not happen.

In order to receive a rebate claims must be submitted by Feb 15th.

Any claim submitted after Feb 15th will not get a rebate.

Should is more about what's desirable.

You should have started your essay by now.

It would be better if your essay had been started by now, but you could probably still complete it in time, and if you're a real smartarse you might even get a good mark.
