There follows a link to a very informative article in the CSM, which IMO is a role model for unbiased reporting. The article gives pros and cons for not implementing the draft.

My feeling on this is if the need were to arise, they would start be simply increasing the number of recruits that they quota. I also think that if they asked for more volunteers that they would get them.
Enlistment and re-enlistment quotas are currently being met and unless something ctatstrophic were to happen, I do not see a draft any where in our future.
