In the event of any loss or damage to the work from the State date until the time for completion, arising from any of the excepted risks, the same shall be made good by the except such works as are necessary only for the operation of second, third or successive turbine-generators.
That's a poorly written sentence for more than simply that error. I suspect that what was intended there was "start date."
