Leak from top of brass fitting with black plastic cap

Help with leak from rainsoft AQ32CT
Round brass fitting with plastic insert that looks unremoveable. Blue plastic gear under plastic and has wire coming out of top. Wish I could insert pic.

It's a pressure relief. Black cap unscrews. Mine froze and popped out when house was being remodeled.
