Shift key stuck in 'on' position

My HP laptop with windows 8 has problem with both shift keys stuck in 'on' position functionlly but working normally in safe mode.

Press your caps lock key. That should solve the problem.

It is not physically stuck but functionally.its not that simple that pressing caps lock key will solve it.I have tried many things without success.
