Does "He made the Conservatives the party most identified with the glory and power of the British Empire" mean "He kept the Conservatives the party most abreast of the glory and power of the British Empire"?

Context:

He made the Conservatives the party most identified with the glory and power of the British Empire. He is as of 2014 the only British Prime Minister of Jewish birth.

No. It suggests that he made many think that the Conservatives were the most responsible for the glory and power of the British Empire.

The author, by using such phrases, denotes that the Prime Minister of Jewish birth had some character that was outstanding, or cheating?

It does not denote that. The two sentences are largely unrelated as they occur in the introduction, which merely sets out to summarize what made him distinctive. Only further reading could reveal the author's characterization of him.
