San Fran/Carolina 3rd down Linebacker jumps line

Carolina was on the 1 yard line and a San Fran linebacker jumped the line. I did not see a penalty called. If there was a defensive penalty why were the downs not reset to 1st down. The next snap was 3rd down again. How was there not a penalty or any consequence for the linebackers action?

The penalty was half the distance to the goal line and a repeat of the down. As they were on the 1 line yard, not much of a noticeable penalty. Unabated to the QB is not an automatic first down.
