What is the main problem with the Obamacare health insurance exchange software?

The contractor with the lowest bid was given the job. People with the skill set to set something like that up would not work for government wages so they have to hire out. The site is open source, but they get new teams to work on it.

As it suffered from errors during very high traffic.

Huge programs such as ACA that has no other similar past experience from demand by millions of people all at once are bound to have initial problems no matter how good the programmers.

Way too much code
Too many changes made during writing
To many different groups wrote code, without talking to each other so the different peices dont work good together
Obama showed a stuning lack of interest in the quality of this code, then a lot of people followed his lead on that

Not to mention, not enough testing!

Each team was responsible for testing their own piece, which was a stupid management decision that Obama blaimed on the contracting agency, then the module's were only tested together in the last weeks. About 14 days out Obama got told that the thing was crap and no one had any good idea what was wrong with it, how long it would take to fix, or how bad it was. He made the call to roll the crap on out, to start it up and try to fix on the fly.

There's the failure of the website particularly in Massachusetts. Also, the system has been overwhelmed with traffic and plagued by bugs.

You seem unawares of how government works. The president doesn't micro-manage the programming of software. It's the responsibility of the heads of departments who is responsible to insure competency.

You dont understand how politics work....when you invest 2 years into designing your signature program and convincing the nation to greenlight it you make damn sure you get the best people on it and they do their best work. You call in the bosses of these people and get regular reports on progress like clockwork at some ungodly time like 7:10 am just make sure that they understand their place. Then you bring in some outside experts you trust to make sure these underlings are telling the truth, and if you need be you create a czar position to oversee the whole damn project outside of government channels.

You're quite ignorant on many fronts. Very large programs like universal health care has many specialized areas, and it's impossible for any one person to oversee everything. The president can't micromanage all the legislation he approves. That's logistically impossible.. You're just too stupid to understand such nuances.
