When looking to buy a digital volt meter I am seeing it specked to something more than 0-to- maxv 3.5v to max 7v to max etc.
Whatever it is seems to be tied to supply voltage. If supply voltage is 5v then meter will read from 5v-to-maxv. Any helpful Hints?

Normal consumer multimeters, whether digital or analog, have voltage ranges that go from 0 (zero) to some maximum value.
