Can desktop PC users access the apps used by cell phone users?

You mean smartphone...not cellphone. Cellphones just dial numbers but do not access the Internet.

Basically, the answer is No. Those Apps are written for a device that uses a different operating system and designed for small screen interface of smartphones. It's a case of fish and fowl.

But there are apps written for the computer. App Up is one site I've used.

There are also Android and IOS emulators that will run on a PC (well actually the IOS emulator will only run on a Mac).

Depending on what you want to do you have several options for Android emulation on a PC
