Ipod, Ipad or Cell Phone?

My middle school son wants something he can text with for his birthday. I thought about getting him a prepaid phone but I don't want to pay $50 a month every month.

I've heard you can text with an Ipad or Ipod? Is that true? Are there any other options with low or no monthly fees that you could tell me about?
