Investigations of government scandals tend to be spearheaded by the party out of power. It was that way with Watergate and Iran/Contra. I feel confident that you don't dismiss either of those affairs simply because Democrats saw them as opportunities to score points on their rivals.

Watergate and Iran/Contra weren't investigations without facts only a couple months before a Presidential election. If anything, the party "out of power" waited until after the election to do an investigation and they took the time to get facts straight before they held hearings.
