The key phrase in that quote is that he spoke "through a translator". A translator who chose the wrong word, or if not, then a reporter who heard wrongly. Another website quotes the same remark but uses "recuperation", which would be more appropriate. In fact in the same article you quoted He Peirong is quoted as saying "Wherever Mr. Chen goes, he and his whole family need time to recuperate."
