A couple of things.

1. Do local laws require it?
2. Do you want to protect your assets in case you do have an accident that is your fault?

And what about theft? You do not need to be driving in order to have some one break into your car and/or steal it. Not to mention, my brother had his car damaged while parked. Some one smashed into it and drove off. If he didn't have insurance he would have had to foot that bill to repair it himself.

Some country will not require it but for your own protection, it is a necessity as well. You are the one who will benefited from it in the end if you get one, and will surely help you in processing some legal problems just in case you'll be involved in an accident!
