Everyone has a private mind, so far, although technology may change that and then we will be in trouble. Even in a Tyranny people will have their own opinions, but limited freedom to express them. A perfect Tyranny is one in which people are so educated that they have no thought but to obey authority. Halal or not halal as the case may be.
Where there is freedom.
If by default or choice of society, every citizen or family is free to do as it will, within the limits of peaceful coexistence, then that society is an Anarchy. Halal will be a family choice to be tolerated by others.
Altruist society, or a state, will be so by choice of that society as a whole - the means of choice is a technical matter. Naturally that form of society requires a fair consensus of individual opinion. And then what denotes altruism would be a logical and social choice. Albeit, permission for a particular custom such as halal, that variety in which animals are slaughtered without being positively stunned beforehand, is barely conceivable
