An ethics panel is a legislative committee that has no power to prosecute anyone. It's greatest power is to expel a legislator. It can be political in nature and there is no legal appeal to its decisions. (edit - The panel suggests action to the entire legislative body which has the power to expel a legislator.)
A Public Integrity Unit is a prosecutorial unit that can impanel grand juries, charge persons with crimes, and prosecute them. It is required to follow the law. All its actions can be appealed to a court of law.
If a DA is convicted of a felony they almost automatically lose their law license and would have to leave the job. Lembaugh was convicted of a misdemeanor. She will have to face the voters for removal but she has decided to not stand for reelection. Did she act badly? Yes. Was it enough to legally require her to leave office? No.
