As others has stated already take the poor animal to a vet or if you lack the money to the local animal shelter.

I think he's suggesting the Valium is for the cat owner to take before taking the cat to the vet. Anyhow, the euthanazia should be a two part procedure. One injection to put him gently to sleep, and the final one to stop the heart. If they only use the latter, the poor thing is laying there fully conscious but unble to breathe or even show distress by facial expression.

This is not a do-it-yourself job.

What exactly are your cat's health problems?
Have you consulted a vet?
Why do you believe your cat needs to be put down?
