To give the slip = to ignore ?

Context:

The BBC's Richard Lister was in the North Korean capital, Pyongyang, to cover the visit of US Secretary of State Madeleine Albright - but he managed to give his official minder the slip to take pictures of a rarely-glimpsed city.

To give the slip = to escape.
The reporter had an assigned monitor to prevent him from seeing whatever the government didn't want him to see. The reporter managed to slip or sneak away (give the slip) and take pictures or whatever where he otherwise would not be permitted to go.
