The context is as follows:
A large number of parents are dissatisfied with the____education system, and put their children into private schools instead.
A)government B)national C)state

Depending on your country, you could use either of these. I like "state" myself. In the US, there is no "national" system.

Sure. "Government" means any type of government at any level. This clearly works in the sentence. "National" specifically means a system that spans the country. The US does not have a national system; education is administered at the state and local level. Other countries do, so depending on where you are, this could be a good option. "State" can be another term for "government". "State sponsored" could be the exact same thing as "government sponsored". In the US, "states" are also political bodies, so this could also mean education done at the state level. I like "state" because I think it sounds better.

chance and opportunity are synonym. But my teacher says usually we say make the best of every chance and make the most of every opportunity. Why is it so?
Can we say make the best of every opportunity? make the most of every chance?
