what happens to the demand for a college degree if wages are falling for blue collar jobs which don't require a college degree

If blue collar jobs are becoming less attractive, then white collar jobs are becoming more attractive (assuming these are the only alternatives). In order to get a white collar job, you usually need a college degree, so the demand for college degrees rises.
