Neither smoke sensors nor fire sprinklers had been installed due to a lack of / lack of funds.

Can I use lacking instead of "a lack of /lack of" in this sentence? Why?

No. You could say...
Lacking the funds, neither smoke sensors or fire sprinklers had been installed.

or

Neither smoke sensors or fire sprinklers were installed because they/he/she was lacking funds.
