By the time the recruiter has finished reading your resume, you’ve already hit the plus or minus column.
Here, what does "the plus or minus column" mean?

Presumably the recruiter has a pro and a con list. By the time the recruiter has read your resume, you've either hit the required prerequisites or you haven't. Plus = good, minus = bad.
