Small engine carburetor

I just bought an older rebuilt Tecumseh vertical carburetor 4.0 HP/Craftsman. I want to install it on my 3.5 HP Tecumseh minibike engine but I noticed it has a smaller intake type port near the gas inlet that the original carb. doesn't have. I don't know what it's purpose is and I am wondering if it can be plugged up for my application? Tom
